Add smena.cafe (Russian SaaS for restaurants) (#4074)

Smena is a Russian SaaS for cafes and restaurants: shift checklists,
staff training and guest reviews. The company and its audience are in
Russia, the servers are hosted in Russia (62.109.12.70, AS29182,
FirstVDS, Moscow).

The domain is in the .cafe zone, so it is not covered by tld-ru and
currently gets routed abroad by clients that use geosite:category-ru
for direct routing.
