leiniao.com and my7v.com stay untagged.
* tcl: tag BI and QMS hosts with @telemetry
The TV BI stack reports to dc-*.api.leiniao.com, loads config from
dc-conf-*.api.leiniao.com, and sends errors to qms-report-*.api.leiniao.com.
base.api.my7v.com is only used to fetch the Bugly app id. Include tcl in
category-telemetry so these are not limited to geosite:tcl@telemetry.
