* Add metax-tech.com

metax-tech.com is the official developer site of MetaX (沐曦集成电路), a Chinese GPU vendor based in Shanghai. The site is hosted in China and directly reachable from CN networks, but currently unmatched by geosite-cn and falls through to proxy routing.

* Add ICP license number as evidence
