feat(symbols): add DELETE API for removing custom symbol files ...

- Add DELETE /v3/symbols/{symbol_id:path} endpoint
- Prevent deletion of built-in symbols (:/ prefix or in resource directory)
- Clear symbol size cache after deletion
- Require Symbol.Allocate privilege
